newbie with transparencies

I  have one transparent layer, that I added simple black lines and text over.

 

The Layer popup shows the desired result; the main display area does not (see attached).

 

 

What setting am I missing?

BTW, I issued a Save As... .png. It didn't help.

Try updating paint.net. Your screenshot is showing 4.0.16. You can start the update from the Settings menu.

 

Also, JPEGs don't support transparency

You have changed the Layer visibility. If you change it to fully transparent, of course you can't see anything.
