Hello,

 

Here's the example stock photo where I want to cut out the man and transform it from graphic to vector:

Then have a black outline and color space will be white, like this:

I think that the best way to obtain the type of images you provided in your example is to trace the image on a new layer using a black line. You can then use Inkscape to vectorize your traced image.

There are online vector tracing websites. Have you tried them? How different is online tracing versus Paint.NET tracing?
