How to do this Photoshop technique in Paint.net?

I am struggling with an app store submission due to the fact that some of my pictures are not meeting the requirements. Found something on stackoverflow that explains how to fix it in Photoshop. Don't have Photoshop, and I sure don't understand how to do this in Paint.net.

 

Is this possible in Paint.net? If so, what is the equivalent procedure?

 

Press [Control + L] or Go to the menu [Image> Adjustments> Levels] and set the values as: Channel: RGB Input Levels up fields: 253; 1,00; 255 Input Levels down fields: 255; 255

Press Ctrl + L together to open paint.net's Levels dialog (or go to Adjustments > Levels). There you can set the input and output values. The RGB channels are checkboxes below the sliders.
