RAWFile.dll not working

Hello, I downloaded the RAWfile.dll, unzipped it, and put it in the filetypes folder in Paint.net but I get this error message:

 

System.ComponentModel.Win32Exception (0x80004005): The system cannot find the file specified

   at RAWFile.RAWFiletype.LoadRAW(String file)

   at PaintDotNet.Functional.Func.Eval[T1,TRet](Func`2 f, T1 arg1) in D:\src\pdn\src\Base\Functional\Func.cs:line 158

 

I was opening a .dng file from my Lumia 1020. I know it used to work on my Win7 computer, this one's Win10.

any ideas? I went to the plug-ins forum, which says "PUBLISHING-ONLY!" and was redirected here.
