BoltBait Posted September 21, 2017 Share Posted September 21, 2017 It is because the center plugin and the outline plugin both require transparent pixels surrounding your object to know where to apply their effect. The Background layer is filled with white pixels--not transparent. That's your problem right there. In the future, just don't use the background layer for anything.
