Best way to make image totally transparent?

Hi. there

 

Im looking for best way to make whole image transparent so it can be added as layer to another pic and blend cool looking.

 

I had once one plugin that made image transparent and it had color slider to make it different colors. I lost it cause my laptop

harddrive crash and sadly dont remenber name of it. My english is quite liminted and i have tried to find solution for months.

Thank you for your help   but it was nice tool what i was looking foor. . Anyway i just downloaded bunch of plugins and cause i rememered where that plugin was in toolbar place i finally found it. Heh i took almoust 1h and 200 random plugins installed
