I've tried uninstalling and reinstalling but it didn't fix it.

Yep, you're right. I uninstalled my current driver and the distortion managed to stop, however once I updated my drivers, the distortion came back.

Updates aren't usefull in ANY case. So stop updating it.

I've seen this before.

 

You probably have some kind of special antialiasing mode enabled in your graphics driver's control panel. Sometimes this is fun for games, but since desktop apps are using things like Direct3D now (and Paint.NET does via Direct2D), it often affects them too.

 

So you can turn that off in your graphics driver control panel, or you can disable hardware acceleration in paint.net from its Settings dialog.
