how can I realize such of these two lines in paint.net?

 

The color of the border also should be changeable.

And do you have a suggestion for the black border?

Sometimes I need white/yellow lines for example on a white background and the dark border should help to read it easier.

Use the Outline Effect. There are multiple Plugins for this. But this works only, if your line/wire is on a transparent layer without any background.

This small plugin was made for personal purposes.
It should not be considered as a PDN plugin because it is just one of my experiments with C#.
