how to get this effect?

What is a good way to get the following effect?

In case the above image is too subtle, here's the same image with increased contrast:

It feels kind of like a rocky surface but the surface edges are more ordered than regular rock so I think I need something different from the usual render clouds strategy.

It looks to me to be a mixture of:

 

1) Tools > Gradient

2) Tools > Shapes

3) Effects > Stylize > Emboss

4) Effects > Blurs > Fragment

 

I don't have exact steps for you, sorry. But, play with those and see what you get.
