How to tint semi-transparent pictures?

so im trying to tint the attached image redish and cant figure out how to to it. ive tried hue/saturation but it has no affect. help?

Of course it has no effect, if the image is a grayscaled image. You could add a new layer after selecting the gray circle, then fill the selection in the new layer with red and change the layer properties (transparency and blendmode. There's much more possibilities with other plugins.

thanks! im a newbie to this kind of thing and just need a small color change!

Try the plugin Color Tint. Then you don't need a new layer.
