Create the Dragan effect in Paint.NET

I had heard of this effect @Remake but didn't really know much about it.  (I should have though - being half Polish)  ;)

 

It's surprising though how one can get such subtle effects with this.  Thank you @Remake :D

Nice tute!

Another way to achieve this effect (or something similar) is to use the Laplacian Pyramid Filter.
