Need help installing Paint.NET

I've been having trouble installing Paint.NET ever since we upgraded our family computer to Windows 8. .NET Framework is the latest version and seems to be working properly. The installer looks to be doing what it's doing at first, but after that second-to-last image a blank window pops up and then immediately closes up to the point that I can't screencap fast enough. There seems to be a compatibility issue with it, and I don't know how to fix this other than downgrading to Windows 7 again. 

Any suggestions on what to do?
also pls forgive me if this is in the wrong section

You may need to install .NET separately prior to installing paint.net.

Reboot your PC afterwards & then try installing paint.net. If it doesn't install, try using this diagnostic tool http://forums.getpaint.net/index.php?/topic/107908-1603-error-diagnostic-tool/
