cant install 4.0.9 on Win7

Oops, my bad, I see your issue is installing paint.net, not running the paint.net itself. So that registry edit wouldn't do anything for you.
 
You can create a MSI as an alternative method to install paint.net. It won't invoke that animation stuff during the installation.

Also make sure you're up to date on Windows Updates and the Drivers for your Video Card, as those can cause issues with the DirectX calls that paint.net makes.

No, actually the solution to this is known. I need to update the troubleshooting FAQ. (edit: it's updated, http://forums.getpaint.net/index.php?/topic/692-install-update-or-uninstall-trouble-read-this/#entry516996 )

 

You need to install the Visual C++ 2015 Runtime from here: https://www.microsoft.com/en-us/download/details.aspx?id=48145

 

Microsoft broke something here in their 2015 version with the whole "Universal CRT" junk. Unfortunately this means that some people have to install the VC++ RT manually.
