Actually, you have both an option that is built-in, with Layers > Flip Horizontally / Vertically, and a plugin option, with BoltBait's selectional Flip Horizontal / Vertical found in his Plugin pack. Is this what you were looking for? If so, then a quick search would have found them just as fast.
