Method for Creating Shapes to exact pixel dimensions

Hello,

         I have been using Paint.net for years and love it. I am an electrical engineer and I have recently started using it to do my layouts for the Human Machine Interface (HMI). In order to do this I need to be able to control the sizes of shapes eg. rectangles, circles to specific dimensions. Is there a method or a plugin that allows this? Other then looking at the dimension in the corner and draging until it is correct.

I think a better tool to do this would be either an UML designer or vector drawing.

 

With something like Inkscape, you could create a set of shapes and other objects that you could simply keep duplicating to the drawing area without having to recreate them.

They could even be linked so edits to one instance affects all and many other features.
