Cant it just be by changing the opacity?

Hello! I got really interested in Paint.NET I am starting to learn. And kindly please help me? How do you do this graphic? I know how to do outlining and stuff. ^ ^ ^ I marked (^) the parts where I dont know how to do it in the graphic I posted. Kindly help me. Thank you very much!
