First time user. How do I cut a piece out of a photo from one part of the photo and paste it over a different part of the same photo, without it looking like I did so. I tried a few of the youtube tutorials without any success.

First time user. watch youtube video's on using paint.net layers. Problem my paint.net program does not show the box titled layer in the lower left corner which would show the pictures opened with check marks next to them. I am unable to use layers until I can fix this problem. What is wrong with the program. How do I get this box to appear? using windows 7 and paint.net version 3.5 latest version. Thank you for any help you can offer.
