  1. The reason I logged this bug, is that I wanted to reduce the size of an image by 20% (ie to 80% of its original size), but it was reduced to 20% of its original size, it took a few seconds to realise what was happening, and I worked around it. "Target size" would be less ambiguous, but since MS Paint uses same convention, let's let this issue go.
  2. If a product cost $100, and the price was reduced BY 10%, it will cost $90, not $10 ( it is 90% of original value). But if you resize an image in PDN BY 10%, it becomes 10% of the original size. If this is a convention in graphics programs, that's fine, but it does fly in the face of normal usage.
  3. Consider renaming "By percentage" to "To percentage" in resize dialog, as this would more accurately describe the functionality.
