This tool does permit adjustments to the size of the selected area however does not maintain the fixed ratio. Anyone know of a program that will do this?

hi Once a selection is made with the selection tool using a fixed ratio, how can I move it or make fine adjustments to the size of the selected area that maintain that ratio? Thanks
