[vignette on own layer]

I'm trying to work on a photo where I think a vignette would work but only on the bottom part off the photo is there way or points I can use to get the look I'm after

Hi I not sure what happened on day but all the photos look like that very noisey. I was able to save same not many.  I tryed the blur in paint.net but not smart blur.

Hi the photo I uploaded is a jpg as I was not able to upload the 100mb raw. Tryed the built in plugin bu luck.

Hi trying to remove noise from raw photos I tryed every plugin I can find same plugin remove same noise and same do work at all. I have post the image any point will be help full.
