How do we make a borderline in an image? Do we need a plugin for that? I need dotted - dashed borderline, where can I get that or where can I find that in the application? Thanks!

Hi I'd like to know in the Layer where you have the option in photoshop they have layer effects, like where you can add glow, shadow and stuff like that... How do we do that here in Paint.net? Please help! Thanks
