I got the 1603 error whenever I went to install version 3.5.5 on Windows 7 32 bit. I searched around the forums and none of the answers fixed my issue. Finally I checked to see if any other version of paint.net was installed on the machine. Version 3.36 was installed so I uninstalled it. The paint.net 3.5.5 installation worked fine after that.
