Ok so I have an image and I put it on layer one, I then added a new layer and filled it white I wanted it so it was at about 60% transparency so that you could see the background image but with a white layer on top but I don't know how to do this. I only know the pencil tool and other basic tools on paint.net so any help is appreciated
