This should help you out. Outline Object by Pyrochild You Know how to get Plugins and all that, right? Now for the Instructions. If you need to out line the whole picture, increase you canvas size by 20 on both width and height, anchored to the middle. Magic wand the white around the edges, then press delete. Run the plugin at setting of your choice. I like a width of 2 to 5 depending on the image size Magic wand any transparency outside the border, then invert selection. Finally hit crop to selection. I can update with pics if you need them. PS: For the colored frame, magic want the border and replace with the color you chose with the paint-bucket. If you need help with other things then don't be afraid to PM me. Or start a new thread.

Okay. I changed this a little. After finishing the tut, Duplicate then Invert Horizontal on the top layer. Set top layer mode to lighten. Merge Down. Repeat but use Invert Vertical this time. Duplicate the single layer you have. Use zoom blur on the center at the first notch or whatever you call those things on the slider. Make the zoom blur layer on the bottom. Set top mode to difference. merge down. That is an interesting result. I started with a purplish color. Heres what I got after all that: Started with 1800x1800 then scaled down.

Supposed to be messy.

I knew I missed something last night! A fresh look always helps. Thanks for your help! BTW, not entrirely complete. To Finish use Paintbucket Dark Horizontal on a transparent image, The change the property to Overlay. That gives it the 'scan lines' Thanks for all the help!

Sorry. What I meant was: How to do this with a brand new image. Not with the file you gave me. Although this should help. Let me look at this in the morning.
