Is there a way of resizing a layer in proportion to fit the background? Say like a percentage to keep proportion correct.

I am still Downloading/building my plug-ins. It is nice that you are hosting your own forum, which will be better in the long run, but when I click on a plugin it still sends me to the other forum. IE, I go to the plug-ins alphebetical listing and click on the plugin anad it sent me to the old forumer. Question is how to download a plug-in? Are they now stored somewhere on paint.net. The only ones I can get are the ones where the author has a link to their download site. Thanks, If this is being worked on is there an estimation on time. I also figure this was the best place to post this as it has to deal with the forum move.
