how can i open 2 images in same window and take something from 1 image then transfer it over to the other ??

ok, i have scanned 2 pictures, picture number 1 has a number 8 on it, picture number 2 has a number 6 on it. I need to take the number 8 from picture 1 and place that 8 over the number 6 on picture 2. so is it possible for me to open both pictures at same time (same window) and make that adjustment. if so...how do i do it ? Thanks
