I just experienced the same issue. It's a nasty one, since Visual Studio doesn't start up, and can't be reinstalled. I had to do a system restore to the point before the Paint.NET update occurred. (It didn't even occur to me for a long time that it was Paint.NET to blame, since I had unthinkingly accepted the update late Friday and saw the Visual Studio problem Monday morning). So I think there might be an issue here that needs resolving.
