This is my first time so if i am doing anything wrong or against the rules etc, please tell me. Okay so i am making a background for a friend and i want to make the edges of the three pictures of Justin Beiber glow but i dont know how. Can any one help me? I have Paint.Net v3.5.1 (is that the right one?)
