I'm getting the same error on Windows 7 (build 7100). The "Windows Modules Installer" isn't disabled, but it won't start either. Trying to start it gives me "Error 1450: Insufficient system resources exist to complete the requested service."

Possibly related to install of VS2008 or VS2010...
Strangely, I haven't had any problems installing anything other than Paint.net though.
