im so lost, i put the 99 as the background, then how do i add another picture to put it into one of those sections inside the 99 ?

ok, questions for people that are more knowledgeable of this program than I am (everyone) i wanna put pictures into the black and grey shades of this picture : how can i re size other pictures and shape them so they can fit into that large 99 picture ? is that possible ? Thanks in advance..
