  1. Have you recently added any plugins? If had, remove the newest and try again. How to do that? Go to My computer > C: (I mean the disk where you installed PDN) > Program Files > Paint.Net > Effects. Remove the latest added plugin (or plugins). If you don't remember which did you last add, View > Details to turn on the Details View and click the Date Modified to sort the files by their modification (addition) date. Go to My computer > C: (I mean the disk where you installed PDN) > Program Files > Paint.Net > FileTypes. Do the same thing like in the tip above.

  14. OK. Let's help. Since you have the problem while opening the installer, the OS is the troublemaker. Even if PDN was damaged, the installer would work further. Try reinstalling the .net framework, try opening some other .net based apps (Office, Visual Studio), try restarting the computer, check for viruses, try installing something else, update to the newest version of PDN (I see You have 3.36), try downloading it again, log as an administrator, check for permissions on the disk.
