How do you make the background seem like it is moving really fast while the subject is perfectly still? Like in this photo:

Is there also another way to have the black background? Should I try to cut a picture of myself out of my original picture and put it on a black background? Or is there an easier way?

Is it possible to create light effects (like the one in the picture) using Paint.net? If so, can you explain to me? I'm pretty familiar with the basics of Paint.net
