every time I try to import a new layer (a pic) the previous layer is affected as well. How do I import a new layer, make adjustments like resizing, without it affecting the previous layer? I've checking and unchecking the layers from the Layer Window. My boss will kill me if I don't figure this out soon!

I'm making a collage of photos. With each new layer that I import and reduce in size, the previous layer keeps getting smaller and smaller. I have the previous layer unchecked when i import a new layer. How can I resize each new layer without it affecting the previous layers?
