Nevermind...I finally found it...right in front of me. Maybe I just need a break.

My layers window has disappeared and I can't figure out how to get it back up...help out an extremely lost newbie please!

Thanks. That was a really dumb moment for me. Duh.

I've installed the paint.net program and it says that the download was completed successfully, but when I click the icon on my desktop, it takes me right back to the install. Anyone know what I'm doing wrong?
