I had the same problem as the thread opener. The most obvious and problem-solving answer is missing. Here it is: There is a menu item "Windows / Layers" https://www.getpaint.net/doc/latest/LayersWindow.html which opens a dialog window to select all active layers, i.e. to select a single layer for modification.
