Turns out I was just being a noob and couldn't find the effects lol, but now I'm having problems with the brushes because the thing I need to downloaded for that just keeps making me download it again and again, and the paint brushes don't have an icon so I know for sure I did something wrong.

Well I can't even find my paint brushes when I download the plugin and put in effects. I think I'm missing something because the plugins look like to gears one green and one yellow brownish. I think there suppose to look like a puzzle peice. Well if you can help me thanks. Btw I just downloaded Paint.net today so please help.
