can i edit SVG files in paint.net

i know PDN can not be used to create animated gif's but can i use PDN to import animated gif's to a banner then save it and the gif still works. is it possible

ok i must be totally thick. ive tried to do that but it stays the same when i move the opaque slider

if you take a look at the attatched image. can you see the shiny part at the top i want to split it in 2 like that. normal at the bottom and shiny at the top.

does anyone have or know of a plug in which will alow me to make a certain colour shiny when applied to a highlight bar
