I have seen many of these sprays in the game but everytime I try to figure out information I only find tutorials for Photoshop. Is there some way to make one in Paint.NET? I beleve the way that people do it on Photoshop is by converting an animated image into a .tga file. Is there somekind of converter plugin avilable?

Hello I was just wanting to make those motivational poster such as *Find a better sample image, Family friendly forum.
