It was just that it wasn't reading that my computer upgraded for a while. (I had to download the stuff to run Paint.net )

The problem was resolved, thank you for all your help, I appreciate it very greatly.

I do not know the service, is there a way I can check. But I have already downloaded the .NET service, and it doesn't do anything.

It tells me I need .NET framework 3.1, or greater, where do I get that?

It doesn't tell me to download, it tells me to update my windows, I downloaded it from here.

Whenever I try to open the installed paint.net, a window pops up and says I have to download something for windows. I download it, then it says the same thing. Please help me.
