im pretty sure he is talking about when you resize a photo by pulling down the thing at the corner of the photo when you past it, when you resize it it enlarges the pixels rather then the color?

im pretty sure he means like a small picture being streched out without it being pixely. you can do that but it does make it blurry and a lil pixely if its really small
