Hey everyone. I was just wondering if anyone knew if there was a plugin for the same effect that is used in the "Obama Posters". If you don't know what I'm talking about, it's this: http://blog.worldlabel.com/wp-content/uploads/2009/01/obama.jpg. If no one knows where the plugin is, I was wondering if someone could make it for me, cause I'm sure a lot of people want it and would use it. How do you change the color of the toolbars? Like in your one picture (http://fc54.deviantart.com/fs16/f/2007/174/0/d/Paint_NET___Blue_Aura___by_0_HELIO_0.png) all your toolbars are black. Thanks.
