Guinnessd

Hi, I am new to using Paint. I recently downloaded it but am having problems with resolution quality. Normally in other programs if you enlarge the image it becomes more blurry, but with paint it gets more blurry when i shrink it. I am trying to publish on a website but make my original smaller. Can anyone give me advice. I am going from like 800x600 down to 200x150. Thank you
