I have this issue also. Just updated the program today but I recall having this issue occasionally before. As others have noted, the selection tools work fine in other open files. It's hit or miss and there doesn't seem to be any rhyme or reason. I was thinking it might be my Wacom intuos pad & pen, but the mouse doesn't work either. I saved the affected file as is, closed it, reopened & the selection tool immediately worked perfectly again. So....gremlins, I guess?
