Thank you for your help. I did as you suggested, but didn't quite come up with the effect I desired. Is there a step by step tutorial some place perhaps?

I searched but was unable to find anyone else asking. Is it possible to using paint.net and another program for example:unfreeze program to create the effect on photos such as this: I've seen tutorials to make other effects such as the rain, and wondered if it could be used to create this. If so, I would appreciate any advice and suggestions. Thank you.

It took me a bit since I just got the program and am learning all the tricks. Here is my attempt: A photo I took of a Cathedral when visiting Trier, Germany: And what it became: I definitely like this tutorial, thanks for creating it!
