XP SP2 Professional I do have at least .Net 2.0 The computer is my work computer. Dell Precision 490 Anything else?

I've re-installed, I've run PdnRepair.exe and I've tried the reset tool positions and no luck. The Tools (F5) tool menu and the colors (F8) menu (not shown) will not get smaller. The only ones that are adjustable are history and layers. Can you make the tools and colors tool set adjustable in size? Also somehow I got colors to shrink but then after I closed and re-opened the colors was large again. Please help
