[Help recreating this effect]

I was wondering if anyone had any ideas on how to re-create the effect in this picture (the tech looking effect in green). I can't seem to think of anything and was wondering if anyone knows of any ways.

Thanks. I guess I'll just have to manually save all 26 frames. I've done it before, with like 60, and it took a long time.

Ok, so I created all the frames for an animated sprite I'm making in Paint.NET. Each frame is a different layer. Is there any easy way I can save each individual layer as a *.GIF without having to copy each layer into a new image and then save that image?

[50s Style?]

I'm trying to make a poster in Paint.NET that looks like the 50s WWII posters/hand drawn pinup girls. That's the style I'm going for. I want to try and turn a photograph into a background that is in this style. Anyone have any idea how to do this or any plug ins that might help?

Cool tut. I tried it out and made my friend a sig. Decided not to use the font you did, just because, so I went with another (Times and Times Again).

I also tried it with an animal, like someone did with a monkey. The edges might be a little weird, but that's because I screwed up using the magic wand and didn't feel like going back and correcting it.
