Yeah, I seem to really like photo manipulations now, it's so fun and challenging.
To unfocus selective areas, I use the ... Unfocus blur. (What expired? You must be crazy!)
And now that you mention it, yes, I do see the 'glitches' at the top of his neck. I'll be sure to fix those.

Yours is my favorite (and has my vote) so far.
In other news, a radiation spill near my house has caused some sort of genetic mutation, causing animals to take on traits and characterisitics of other animals ... Well, a picture speaks a thousand words, so I'll just share this pic of what I'm talking about.

It seems like you have confused images with layers. Layers are shown in the Layers child window (if you do not have this, go to the Window menu at the top and hit 'Reset window locations').
To merge the two photos, open one photo, and then add the next one by going to Layers > Import from File.
Or, you could open both photos, copy one of them, go to the other picture, and hit Ctrl + Shift + V, which will automatically paste onto a new layer.

The only thing I would say you might want to work on, is that in the stocks you provided, the Joker's hair appears to be more yellow than green. I don't know if you did that on purpose, but just something to think about. :wink:

There is already an arrow option on the Line/Curve tool (look at the top), but it is not as advanced as your diagram illustrates.
There are no upper and lower splines currently.

Paint.NET is not capable of decompiling animated .gifs.
There are some programs out there that can, but I do not know any specific ones. Try to google it, or another member could point you in the right direction.

As you said, the effect was made of lines across an image diagonally. A search of "Diagonal Lines" would have yielded the Diagonal Lines plugin.

How dumb does he think we are? For his second image "created using Creative Paint," you can clearly see the "iStockPhoto" watermark on it.

Hello kaitlynboo, welcome to the forums!
As Ryu (is it okay if I call you that?) said, the tutorial on Cutting out Images will help a lot in your endeavor.
However, many other things will affect what your outcome will look like.
Preferably, you should take all your pictures from the same angle, I'd recommend using a tripod. If you don't have one, just set it on a surface and take all your pictures without moving it.
Second, lighting is also very important in making photomanipulations look realistic. Try taking all the pictures at the same time of day, or, block out the natural lighting (sunlight, etc.), and use artificial lighting.
