I have the picture open, I click Layers > Duplicate Layer, but nothing happens. I still only see one layer in my layers window.

Hi! I'm using Paint.net v 3.10, and I can't seem to get the "Duplicate Layer" function to work. Is there some trick to it? I click it, and nothing happens -- no duplicate layer is created. Thanks!
