Once I finished a sig and can I resize the whole canvas to make everything smaller so it will fit in my sig for gametrailers.com? how do i do this?

I know HOW to cut them out I DONT know how to get them onto my background!

Im new to graphics and right now im making a video game themed signature. I have the background I would like to use and also the cut outs of some video game characters i want to use. I cant seem to find out how to put the pictures onto the background though, can anyone help me? I just want to put a couple pictures overlaying the background.

I have a background I made and I simply want to put master chief and a couple other video game characters on the background. How would I cut out the characters from the pictures and get them onto the background thanks?
