    Yes it would. Because .JPG does not support transparency it converts it to white.

    You could open the same picture twice I suppose..

    The first one is the amount. The second one is to either shrink or grow the edges.

    The background is just an image motion blurred..

    This isn't Paint.NET related but the red X means the image is not available. Example: it can't find it or there is no image.
